That's a error message generated by Windows (Winsock specifically) in general, not uTorrent. Check your firewall settings and/or HOSTS file, reboot both PC and router/modem/hub and make sure FTN is up in the first place.

I checked the firewall settings, tried reboot, but no success yet. And what do I have to do to the hosts files? do i have to add in some ip or replace those file...?

Locate the HOSTS file (usually in C:\Windows\System32\drivers\etc) and open it up in Notepad. There should be nothing there except commented out content starting with a # and no IP addresses below it. If you're running anything other than Windows Firewall and/or some form of Parental Control (software or in your router/modem/hub/gateway) switch if off for a minute both on the PC and in the router/modem/hub/gateway and reboot. Also make sure your ISP is not blocking FTN/FTN is not blocking your country, you're not running PeerGuardian/PeerBlock or similar, don't have a enabled ipfilter.dat file in uTorrent (Advanced Options) and if you know your way around TCP/IP check this.
